It looks like bare brass or bronze with no plating. The third screw has a tarnished rusty head but all of them turn freely with no stripped or crossed threads.

The only thing that I can find wrong with it is cable end of lever goes upward very slightly from what personally see?. Bt Sv application. I point to that area in one of the photos with a screw driver.

Personally it is so slight I would leave as to not take a chance straightening prevent breaking page 245 of the h-d restoration guide shows one that looks identical this in photo labeled side valve throttle levers.

The two screws that look shiny were just added by me off of another lever had top half snapped. The second lever from left is noted in as being correct for Sv so i'm guessing that group big twin ul side valves.
